Privacy Policy (Gov’t Code Section 11019.9)

The State Treasurer’s Office (STO) and related Boards, Commissions, Committees, and Financing Authorities will only gather personally identifiable information through lawful means. We limit the collection of personal information to information voluntarily provided by you and to what is relevant and necessary to accomplish a lawful purpose. For example, we may need to know someone's name, address, and/or telephone number, among other things, to properly contact people with whom we work. Personally identifiable information or data includes, but is not limited to, information that is maintained by STO and related Boards, Commissions, Committees, and Financing Authorities, that identifies or describes an individual, including his or her name, social security number, physical description, home address, home telephone number, education, financial matters, and employment history. When you view information on this website, some non-confidential data may be collected, such as the time and date of access and where you went during your visit. The website may place and subsequently retrieve simple text files called "cookies" that identify you and your computer to our Internet site. Cookies do not contain personal or confidential information about you and will only be used to gather usage statistics about the activity on this website.

Specifically, from your use of our website STO collects general use information (which may include both personally identifiable information voluntarily provided by you and non-personally identifiable information) such as:

  • Domain and host that you use to access the internet;
  • Web browser and operating system that you use;
  • IP addresses;
  • Links that you use to arrive at, or connect to or from our website;
  • Cookies that may uniquely identify your account and user information;
  • If you downloaded a form, the form that was downloaded;
  • Number and frequency of your visits to our website and its various pages; and
  • Any information that you voluntarily provide.

The purposes for which personally identifiable data are collected shall be specified prior to the time of collection. Any subsequent use of the information is limited to purposes consistent with the purposes given at the time of collection. Uses to which STO may put your information include:

  • Fulfilling information requirements relative to the programs and services of STO, Boards, Commissions, Committees, and Financing Authorities;
  • Responding to your request so we may better understand your needs and improve our website and other communications with you and the programs and services we provide;
  • Pooling your information with that of others to derive business statistics for our internal use;
  • Contacting you directly with information we think you may find interesting or useful about STO and the Boards, Commissions, Committees, and Financing Authorities;
  • Administering your accounts if you elect to register with STO, the Boards, Commissions, Committees, or Financing Authorities or apply to their programs or services;
  • Sharing your information with third parties for the purposes of analyzing our website usage, providing additional functionality, programs or services and as necessary to administer participation in existing programs.

Personally identifiable data will not be disclosed, made available, or otherwise used by STO and related Boards, Commissions, Committees and Financing Authorities for purposes other than those specified, except with the consent of the subject of the data, or as required by law or regulation. Civil Code §1798.24 contains a list of exceptions to the overall prohibition on disclosure of personal information. Some of these exceptions include requests made pursuant to the Public Records Act, a search warrant or subpoena, or to a request by the individual to whom the information pertains. Personally identifiable data collected shall be relevant to the purpose for which it is needed. STO and related Boards, Commissions, Committees, and Financing Authorities shall maintain in their records only personal information that is relevant and necessary to accomplish a purpose of the agencies as required or authorized by the California Constitution, statute, regulation, or mandated by the federal government. The general means by which personally identifiable data is protected against loss, unauthorized access, use, modification, or disclosure includes, but is not limited to, taking reasonable precautions to protect the personal identifiable information of individuals collected or maintained by STO and related Boards, Commissions, Committees, and Financing Authorities against loss, unauthorized access, and illegal use or disclosure. Personally identifiable information is stored in secure locations. STO and related Boards, Commissions, Committees, and Financing Authorities staff is trained on procedures for the release of information, and access to such information is limited to those staff whose work requires it.
